dunno about prices local to you but the g27 here is ~$400-450 depending where you go.

depends on your budget G25/27 is good (ive used G25 its pretty nice) though you might have trouble finding the G25 now as it has been replaced by the G27. The other option is (apparently logitech only have 2 wheels now) the driving force GT it still has a gearshift but just a sequential one and no clutch pedal.
there are other wheels from fanatec (like porsche 911 replica things) but iirc they are more expensive than the logitech's so yeah

not sure about that, but you can get trainers with vehicle spawners/garage editors, or you can get seperate vehicle spawners, so you press ctrl + 3 for example and it'll spawn a car u want.
check the download section of this site.

yeah psp and ps2 emulators on computer are pretty terrible from what i've seen.

If you really want 100% completion, imo it'd be easier to set up bootcamp and install a windows copy of vice city, then grab a 100% save game from the download section here.

ah. im guessing GTA vice city has some problem with Vista. Try running in XP compatibility mode.
