@Chris: I'm at a library computer, so it's uncool...at home I have Vista with the Win7 theme, and use Safari as my browser. Much better on the eyes...

About LIMEWIRE: I have a simple method to avoid poisoned files. First, make sure the song has a bitrate. Next, make sure it doesn't say it's a really low filesize (like 600.45 kb). Next, while downloading, make sure to preview the song.

But his problem is that CJ won't enter a car...not that the mods won't work, which means he has V1.0
Your settings file has been corrupted. Go to Documents>GTA San Andreas User Files and delete gta_sa.set. Then start your game. All settings (including keyboard setup) will have been reverted to default.

Unforunatley, Rockstar made the Hotrings (hotrina, hotrinb, hotrinc in modding terms) un-moddable. The game will crash with ANY car in place of the hotrings.

Download ENBSeries V5. It's a fixed version and will work on slow machines as well as fast ones.
It works good as hell.
