gtavc "cannot find enough available video memory

according to this your PC came with a Intel GMA950. Not sure if this will run the game or not, but it's a memory issue you're getting.

Go into the BIOS settings and you can change the setting for video memory.

Alternatively (probably better option) you can upgrade to a dedicated video card. On that page it says you have a PCI-E slot, pretty much anything nowadays would be able to max out Vice City (im running it maxed out on a 7300 go). For $55 you could pick yourself up a nVidia 9500GT or a ATi 4650

Ok just noticed you wrote that you can play San Andreas but not Vice City. Try reinstalling Vice City & update your video drivers. Other than that I'm not sure.
