Most Forums are geared toward problem solving areas, rather then the database for stored Mods to the game. I always think GTAGarage, related to another site, but I most recently downloaded via YouTube where mods were being showcased, not really relating to any one site. Anyone could easily just download everything on the forums without ever interacting with anyone in the community.
