Is Victor the brother that dies in the beginning of Vice City?

So, Lance has two brothers, one of them Pete, the other, Victor, who you play as in GTA Vice City Stories.However, at the beginning of GTA Vice City, one of the Vance brothers is gunned down.Some folks say it is Victor, but I'm unsure.The man gunned down in Vice City has a very thick accent, is much pudgier, and has hair, while Victor is bald.Is it possible that the man who dies in the beginning is not Victor, but is instead Pete Vance?Or perhaps I'm being sentimental because I like Victor's character, and the struggle he went through to get his empire.
