You should have posted this in the mods forum for whichever game you're referring to. What type of mod are you trying to add (eg a car)? But just to point you in the right direction, for most mods (eg car/weapon mods) you don't just put the file in a folder. You have to extract the ZIP or RAR, and there should be a readme file in there. That should tell you what to do. If not, post in the correct forum and someone should show you what to do.
