After that, delete the whole GTA: San Andreas root directory manually, delete the whole GTA: San Andreas User Files in My Documents manually, empty the recycle bin and restart your computer. If it aint- Delete San Andreas Folder: D:\Program Files\Rockstar Games\ (D because I got 2 windows installed on one computer) It then should show a folder called 'GTA SAN ANDREAS'. Delete it.
