I doubt that they'll be revealing GTA4 screenshots this early and somehow it just doesn't look like GTA at all. Interesting though, thanks for posting. Not saying GTA is not good (it's awesome!) but this screen doesn't look like GTA. Plus like Airashii also said: they wouldn't be releasing screens this early. Anybody who has paid ANY amount attention to GTA4 news, they'd know GTA4 runs on the RAGE engine. And another thing, Saint's Row looks damn good. At least better than other GTA clones. Dev shots usually have co-ordinates displayed, not random strings of numbers in brackets...unless the co-ordinates are supposed to be that big friggin grid overlay, in which case the shot is even more blatently fake.
