Maybe some kind of thugs but I'm pretty sure Vic doesn't have a "real" gang like the Cubans or anything. But I don't have VCS so I don't know. ethan the gta helper Posted November 18, 2006 Share Posted November 18, 2006 the gang members are very scarce,take over about 20 of the empire buildings and they will pop up a little more frequently,to recruit them,target them with R and press up on the directional pad,they're not as smart as the gang members in san andreas but they are great bullet shields! xaviour Posted August 10, 2007 Share Posted August 10, 2007 for the "protection racket" , "prositution" and "loan shark" empire buildings , those gang member are armed with either a pistol or a baseball bat and for "robbery" , "smuggling" and "drugs" empire buildings those gang members are armed with AK 47 or a machine gun. I find the gang member armed with Ak 47 or machine gun are better than those who are armed with handgun or baseball bat as they kill much faster and better.
