the neons are on all the cars in the game

ok for some reason all the sudden all the car in my gta sa have green neons on the and i dont know how to get rid of it its not a mod i intalled and i dont like it please see if you can help me make them go away

ok on my home sceen in the game it says i have v1.1 at the bottom right corner and i downlaoded the downgrader and tryed ot instal it but it came up with C:\Program Files\Rockstar Games\GTA San Andreas\gta.exe:unknown version Please help me i need to downgrade ot do multiplayer and to have my GTA controol center work

please help me somehow i didnt get some of my files backed up and i need the dinghy.txd and dinghy.dff the sanchez.txd sanchez.dff and the speeder.txd speeder.dff in san andreas i have v1.1 if that matter s but please help me get these back to normal i modded thma and it didnt work and i have to undo it for my game ot work thanks
