EDIT: OK! First, go into the root of your GTA San Andreas folder(main game folder) then click the search bar within the root, Type "SalodLights.ini" click it & within the notepad find [DrawDistanceChanger] Right beneath should be "Enable=1" Change tht one to a 0 & save!

Dont do this

Go into the Root Folder(main game folder) of GTA san andreas, then click the search bar, Type in "SalodLights.ini" click it & delete every line underneath [DrawDistanceChanger]
