Total shot in the dark, but are you sure your GTA folders are not "read only". I don't have the game on my system at this time, so I'm not much help, but this idea just came to mind, and I figure any idea can't hurt.

Anyone know if the Steam download version is moddable? I would download it, but not if i can't mod it or downgrade it so it can be modded.
