OKAYYY............... i do that and apply but when i go back to properties and check if it worked it goes back to read only!!! HELP ASAP!!!

Ummmmmmmmm....... i cant mod with handling.cfg because everytime i put in new codes and i try to save, it says "Cannot create the C:/Program Files/Rockstar Games/Grand Theft Auto Vice City/data/handling.cfg file. Make sure that the path and file name are correct." I have vista so is that the problem? PlZZZZ HELP ASAP!!!!!!!!
