There's a law suit involving this right now. The guy is suing microsoft for their faulty technology. Apparently they knew about hits problem but decided it would be too expensive to actually fix it.

R* is still making their new patch. I have a pretty good rig too, but it plays like shit. If I drive too fast it stops loading the ground, walls, peds, everything. I have to navigate by looking at telephone poles and the GPS.

In the meantime, just play another game until they make the new patch.

Man, to even get more than 15 fps you'll have to have a core2 duo. R* has done a terrible job porting this one to pc. I've got a dual core 2.66 with 2gb memory and a geforce 8500 gt overclocked and I get about 12 fps on average (At low settings!!). Then I play things like CS:S and Rainbow Six Vegas and get around 32. And those games, in my opinion, are much better looking.
