I have a savegame for New Vice City 2007 with $14053717 cash and 100% complete but I have used some temporary cheats(those which can be removed or have temporary effect such as weapon cheats).
Although, I would suggest that if you complete it yourself, it will be more fun.In New Vice City, tougher missions have been slightly changed to make them easier and 100% gets completed only after all storyline missions and 3 assets(including Print Works).
