    Finally after hours of waiting for a reply from SecuROM I decided to try something on my own, I started the RGSCLauncher.exe from the Steam folder and then ran the GTAIVLauncher.exe from the GTAIV folder in compatibility mode for Windows 2000 and it finally let me activate it. Please pass this on to other users experiencing the same difficulty.
