Hmm so you want the already modded files? Well that's a biggie... I've never heard of dream garage but Enterable Buildings involves modding gta3.img as well (probably to get rid of clipping issues) which is about half the game's size...

Modding gta3.img isn't hard. Just get an IMG editor and replace the existing files in gta3.img with the ones provided by the mod.
