After you return to Los Santos you have a mission where you & Maddog chase OG Loc. In that mission you use both the Vortex hovercraft & the go-cart. After that the go-cart shows up by the back door of Maddog's mansion & Zero's store. The Vortex shows up on the beach just north of the boat school. The go-cart is also used in one of the San Fierro street races. The Vortex can be bought from the export/import dock in SF.
