I cant edit weaponInfo or handling.dat

I cant edit weaponInfo or dandling.dat. It always says File C:\Program Files\Rockstar Games\Grand THef Auto IV\common\data\handling.dat cannot been created. make shure that the path and filename are right. and when i use handling editor mod it says An unexpected error has occured while saving file. path C:\Program Files\Rockstar Games\Grand THef Auto IV\common\data\handling.dat have been denied access.

and when i use WeaponInfo editor it says the same
