Help needed in creating cars

Hey

I downloaded a car that i like

but i dont kno how to install it. It give codes and couple of files with it.

In the read me file iit says to install some kind of whell mod and add this codes

to it. can some one help me create a car

U have to download a bunch of tools like IMG Tool 2.0, GXT Editor... (the list goes on and on) or just get a VCM version of the car u liked and get only one tool, VCMM10 (vice city mod manager) it usually comes with the mod to put cars in the game(Dwheelss... bla bla).
