You only need at least bronze medals in all the tests and then you'll get a call from ceasar about the wang place. I'm not sure if driving school is the only trigger though, usually I just keep paying the missions in San Fierro and eventually get the call. Simple.... You have to finish all missions when doing the driving school missions, the last mission is city slicker where you have to all around town, thats the last mission of driving school. Then if you get bronze, silver or gold you pass your driving school, and eventually get a call from ceaser. you also get a prize, its a super GT in the car park around the driving school.
