Sound Help

I give up trying to stop the sound from stuttering. I am thinking of buying a new soundcard, I wonder if anyone could recommend one that works really well with San Andreas. I wonder though if that would help because the whole game stutters when the sound does. Could cutom tracks and or mods cause this too? Still, I could use a good soundcard so any recommendations would be helpful.
