Is it possible to lock on to people in the PC function, i've bound it to a key but it doesn't seem to respond. Is this a specefic problem of the PC version or is it just me?

For some reason, I cannot target people in the PC version of the game. Is this unusual or fixable?

I need instructions on how to install this because it seems to be incompatible w/ SAMI and I cannot find tut's anywhere to install skins.
