what program is used to create custom cars for vice???? i'd like to give it a try

i downloaded it to and when i got to where it is located the flags where standing high in the air and the 2 gates where there but the hill was undergroung with only 1 meter sticking out of the beach

and desert climb about that is there anywhere i can get help with that one,cuz i got a problem with it??

is it possible to open VCM files. i downloaded a car and installed it with the VCMM but in the game its way to slow(its a racecar) so can i somehow open the VCM files to adjust the speed of the car??
