Simple; just put all your mp3s on the Username's Documents\GTA San Andreas\User Tracks folder, where Username is your account. Start the game, go to Options, Audio Settings, User Tracks and scan for new ones...
my folder doesnt have a user name thing, what do i do?
Assuming that yor OS is Windows XP, it is usually located at C:\Documents and Settings\<your user name here>\My Documents\GTA San Andreas User Files
well yeah, but i put mp3's into my user tracks folder and nothing happened, is there something im supposed to do in the game?
