- Understandably nervous about a reappearance in Liberty City so

- Tommy wants his money back but Cuban gangsters, biker gangs,
and corrupt politicians stand in his way.
- Most of Vice City seems to want Tommy dead.
- His only solution is to fight back and take over the city
