Is the Stadium in Statuon Island opens sometimes like in Gta vice city?

I heared that in Portland Harbor is a garage with a list of queried cars. Is it realy wanted cars just like in vice city(sunshine autos)? I didn't find enything.

When I get In the dodo plane and tried to fly, it worked but after 2 seconds its slowed down and fell down, and I always fall into the ocean. Did I forget to press some button? or it's just a problem in the game. Please tell me how to fly this thing!
