I downloaded a .rar conversion file for Vice City, but now I don't know what to do with it. How do I enable a conversion? Any help would be great, thanks

I am semi-new to the modding scene...I just downloaded the Knight Rider conversion mod for Vice City which is a RAR file, however-- I do not know where in the GTA folders I have to put it, or what else I have to do with it in order to enable the game conversion. Could someone point me in the right direction? Thank you
