i did get the same thing on a dock at a lake while collecting oysters now i know thanks - RaDi0N and Urbanoutlaw

what is the red circle on the beach by the lighthouse west of the pier with the ferris wheel? and how or when do i go to it? i go into it and it keeps saying "the clucking clock isnt time or ready yet" something like that. what do i need to do here? thanks
