and once i do that i can use the san andreas mod instalelr to instal cras with th rar format?

ok well next question i use the mod program "San Andreas Mod Installer" and i don't know how to install mods such as the exotic water mod and other mods that aren't car mods any one know how to fix that [problem?

Hey guys, when i installed the car mods using the San Andreas Mod Installer and then start up the game it freezes on the loading screen and i don't know how to fix the problem...Can anyone help me out?
