get a rocket laucher, learn his route , get in front of him, blow him up!

i know the brady guide is wrong, but i cant find the one where its at the dry docks besides the freight container, in san fierro (obviously). its where the nrg challenge is. i have seen several screenshots for it and im 99.9% positive im in the right place, but itsd just not there. I HaVE tried taking lots of random photos but still nothing so i need some help. where exactly is it and is it maybe a glitch?
