Method 1: Download GTASA Console and where it says Gun Proficiency, place it to 0 and mark the box, make sure your running GTA San Andreas first. Download GTASA Console here. method 2: BACKUP YOUR GTA3.IMG AS I AM NOT SURE OF THIS.
