Sure, just look at my previous response to the topic of 'Police Modding' and substitute the word pedestrian for vehicle .txd editing. But you may want to use a program like Ped Editor to find the one you want to change. Find its .txd in the gta3.img file then export the graphic using Txd Workshop & edit it in a gfx program. Be aware that this only works if you want to change just appearances. Adding things like other clothing accessories (glasses, hats, etc.) are a whole other ballgame and require using a 3d-modelling program.
