San Andreas non-mission/storyline mod

Hello,

Is there a mod that would allow me to play GTA SA with all cities, stores, territory wars, etc. unlocked without playing the storyline/missions and without using cheats?

I completed all of the missions, but wanted to start over and win my own territory and build my only little empire without the main storyline.

I haven't been on in a LONG time, but I know that you can download a completed game. I found these mods and are pretty close to what you might be looking for. First is here at The GTAPlace San Andreas Opened Up and second is at GTAGarage San Andreas Opened Up. Hope that helps.
