How do i configure !

hey i finally got a new pc and gta 4 in it after such a long wait

i installed the game and now its running very laggy

so please can some 1 help me out and tell me what should i do

as in what graphics setting to do to optimise the performance

i tried keeping everything low but doosent make a difference please help me out !!

My pc config

os- windows 7 ultimate 32bit

processor - intel i3

ram - 2 gb ddr3

graphic card - ati radeon 5450 hd 1 gb

motherboard - gigabyte h55m-s2

i herd that the game is very buggy i hope its not my pc fault
