Gta sa downgrader not working

I just yesterday uninstalled windows 10 and went back to windows 7 because i like windows 7 more. but when i went back to windows 7 and i wanted to downgrade my gta sa the latest.exe wouldnt work even though it worked fine on windows 10 I attached a file that shows the error that i get and also this is a copy of the details

************** JIT Debugging **************
To enable just-in-time (JIT) debugging, the .config file for this
application or computer (machine.config) must have the
jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
enabled.

For example:

When JIT debugging is enabled, any unhandled exception
will be sent to the JIT debugger registered on the computer
rather than be handled by this dialog box.

 

If anyone knows a fix for this please help me because it is very annoying
