I suggest you just read that: http://www.thegtaplace.com/forums/index.php?showtopic=5934 In brief, those mods are PC mods not for the PS2. Modding the PS2 is hard, and you'd have to edit the DVD and re-burn it and use a crack to get it to work. So the best option is simply buying the PC version.
