You may consider looking at the Alice Scripts section in GTA:IV Downloads here. There should be a script that has many features, one of them being the ability to teleport a few feat in front of you, through doors and what not.

You still see the adds for the DTV crap, it was due to the FCC selling the 700MHz band. However I do agree that this is a bunch of crap... but not a prank.
