Programs:
- Moo Mapper (mapping program)
- Zmodeler or 3ds Max (modeling program)
- TXD Workshop (texture editing program)
- VC Mission builder (scripting)
- Col editor (for editing col files)
- Col maker (for creating custom col files)
- IMG Tool (for adding models)
Well the optimal tool you would need is probably the so called "Moo Mapper". It is a tool that makes it possible to access objects in the game. It makes it possible to duplicate, delete or add custom models so that they appear ingame. Its pretty simple to use once you get the hang of it. Its possible to download it from google by simply typing "download VC Moo Mapper" or something... You might wanna check out MED "map editor" but i dont get how to use that and i think it is a lot more complicated.
For creating custom models you will need a program called Zmodeler or 3ds Max. You may also wanna check out Sketchup which is the simplest program for creating models (in my oppinion). There are plenty tutorials here or on the gtaforums explaining how to use these programs.
You can edit or create TXD files by using TXD Workshop which is by far the best program for editing textures for the game.
