Look you can go back there using an AR max. you need the unlimited hight for the jetpack cheat. at the bottem of http://gtadomain.gtagaming.com/, you will have a choice of seing a map and a video. i would see suggest that you look at the map befor going to liberty city.

After I put it in the Pay 'n' Spray, it came out with wheels.
I bet you can do this with a regular maveric or a police maveric too.

Since Spaz obviously didnt have the patience for detailed instructions, here ya go.
1.DL the cheat system
2.Find it and right click it.
3.In the menu that popped up from right clicking the file, select "extract to"
4.Extract it to your desktop.
5.Connect your psp to your comp in USB mode
6.Click on the file and hold control, then press c.
7.Go into the drive that has your psp stuff
8.You should see PSP and another folder, I forget the name
9.Dont click anything, hold control and press v.
10.Select yes to all.
11.Load up your game, then load the gamesave with the cheat device/
12.Let it load and voila.
IF THIS DOESNT WORK, YOU EITHER HAVE THE WRONG FIRMWARE (dl at sony.com) OR IT AUTOMATICLY LOADS BECAUSE THERE IS NO OTHER GAMESAVE...IF THIS IS THE CASE START A NEW GAME AND SAVE THAT GAME. THIS CHEAT DEVICE HAS TO BE LOADED MANUALLY, IF THE GAME LOADS IT, IT WONT WORK.

my psp download. I tryed putting the cheat device in my PSP and all it gave me was a currupted file. is there any way to fix this?

Unzip the archive to your memory card so the files go in PSP/SAVEDATA/ULUS10041S0 if you're installing the US version, PSP/SAVEDATA/ULES00151S0 for the UK version. This replaces the first save on the card.
To start CheatDevice, simply load it like a saved game. You can then load another save if you want and CheatDevice stays in memory.
