There are dozens of topics about this in the relevant place, depending on which game you are asking for. If you want answers on San Andreas Modding, then the best topic to look at would be SA Modding Guide. Look at the top of this page - above all the posts. You see the big banner that says This forum is NOT for posting anything about the GTA games. If you break this rule you will be shot.
