And there's your drifting mod.

Open up 'Handling.cfg' in your game directory in notepad, replace *NAME OF CAR* with the name of the car you want to drift, then copy all that over the car's previous entry.

I haven't tried it myself though, I don't have GTA:SA for PC, but it's worth a try.

EDIT: NVM, just trust MrLlamaLlama, I know nothing about modding. And like I said before, I haven't even tried it... and MrLlamaLlama's method is simpler.
