The Garage will only open up when you find the car he wants so just check your text messages and see if you have one from Stevie and find that car in the message. There's 30 cars in total he wants. Find the cars through tips from Stevie via Niko's phone. Once you complete the list, it will pay cash for any car (except service vehicles).
