Noru Posted June 8, 2009 Share Posted June 8, 2009 (edited) The Mesa sometimes spawns at the bottom of Mount Chiliad where the Mountain bike races end. Here's a Snap map or the location Click Here. If it is'nt there, you should try Santa Maria Beach Parking Lot, Just outside that Safehouse there in Los Santos. I have seen it spawn there a couple of times.
