Well, a Drive-by is something when your inside a car and you see a enemy. You realize you have an SMG with you so you pick it up and put it to your left or right side and you shoot, hopefully killing the enemy.
To do it in Vice city you will need to have either MAC 10, TEC 9, MP5 or UZI on you. To perform the drive by press the button that you look right/left and when your happy, press your fire button. Then enjoy people running and cops chasing.

If yes, try again and if it occurs again, the mod is f*cked.
If no, use manual then you know what your doing!

Are you sure you deleted the game file in C:\Program Files\Rockstar Games\ before installing again?
Are you sure you got the original Main.SCM?
Are you sure that the mods don't mess with your game, is the mod Auto Install or Manual install?

You know where the Hydra spawns when you get 100%? There's a Tec-9 there and you can always look in a weapon location guide, rack the guns up and blow 'em away!
