Well i had this type of errors only when my system was overheating but you can get a temporary fix by this:-
After your welcome screen appears go to start menu > go to control panel > go to hardware and performance > in the left top or bottom corner their would be a option for system restore > restore it to a desired date and click next to restore the system. Hope it works for you.

You need to download the SA-MP for multiplayer.

These are just the stats that are active whenever you get an attained wanted star the more the crime the more criminal rating and the more time spent being chased by the cop (usually after 3 stars) the more media attention you get.
These only help you in getting points in the statistics and has absolutely nothing to do with the game.

I tried to search IV expansion packs (TLAD and TBOGT) on amazon but didnt see them anywhere (if someone finds them please tell me) guess i have to play stick with IV again untill the next V trailer.

Install them using IMG Tool 2.0. Of course it is the tool that helps in installing almost any mod manually and its the safest way to install various modifications.
and oh i forgot its only disadvantage is that its too boring.

Have you tried to turn off the frame limiter? If not turn it off and if problem still lasts then play the game in medium settings.

I reinstalled vice city and collected all 100 packages, finished all rampages, completed all stadium races and almost 99.9% completed the game.
