TOXIC
Re-installing the game generally helps in this case. What mods have you installed and where do they stay? In-game or only in folders? If you tell me the type of mods, this will make your/mine approach informative towards help.

Dazza
Don't double post. Someone would come along. Go to your control panel and uninstall GTA SA. Delete your Rockstar File in Program Files, the GTA SA user files in My Documents and all of the mods that you have downloaded, and I mean all of them. Then reinstall GTA SA, then if the problem keeps happening then your screwed.
Connor
If you've reinstalled the game, I don't see why it shouldn't, since it completely replaces all the files. I guess if you have no luck with the advice TOXIC and Dazza gave you, I guess you could try a system restore to when your GTA: SA files were intact.
