Are you asking for a modd that will spawn whatever car you want in the game to drive, or are you asking about altering the game so that you see cars "parked" on the curb for looks? If you're wanting to just spawn vehicles out of the blue, look-up: GTA-SA.CarSpawn-Trainer v1.1, very simple and easy to use. If it's the ladder, then I have no idea. Hope that helps.
