If you go to the Submit a Mod Page, he can submit his mod up to The GTA Place's downloads database. Once this is approved by a moderator, it will go live. The link is also at the top of the downloads section. But if your mod is bigger than 2MB, you will need to reply here and we'll sort it out manually. If you could upload it to another site or server, then leave the link here, we could download it and upload it manually.
