It was bombed one day by 3 gangs from Liberty City. The survivors of the explosions had 3 choices, they could move to the abandoned city, Liberty City, or San Andreas. Half the suriviors moved to Liberty City with the stuff they had, 1 quarter moved to the Abandoned city, and the last quarter of them moved to San Andreas. Steven's half went to LC, a city swarmed with crime and gangs. You have to rob, kill, and steal to survive and get even with the enemies you had back in Carcer City. But you have to travel the country to get even.
